I'm buying an old house > The roof has a (flat) tin covering with shingles over the tin ,the tin covers the entire roof. When I replace the shingles do I remove the tin or leave the tin?

If a job is worth doing it is worth doing right as my dad used to say. Any chance to take a load off the existing structure will help extend the life and you get to ensure that you are fastening into solid structure. The tin is recyclable and they are paying top dollar fopr it theses days.
Use a good underlayment and make sure the roof is ventilated at the eaves and ridge. Good Luck.

A few manufacturers make their products available in other metal substrates such as copper, stainless and zinc. I would choose a look from our member manufacturers and contact them to see if they offer it in stainless.
Price depends on size of the roof and trims required as manufacturers normally order in the material for the order.
Although not a member of our association, I would try Follansbee steel who makes a terne coated stainless that is excellant in salt air. They provide the material to manufacturers but also supply some formed panels.
