I currently have asphalt shingles and want to replace with a standing seam metal roof. One installer says they must remove old shingles in order to do the job properly. Another installer says that is not necessary as a metal roof can be installed over the shingles with an added underlayerment. Both seem very reputable to me, but I don't understand how the answers are opposite. What is the correct way to do this?

Both are generally correct "BUT", there are too many variables such as sytem types, fastening, roof slope, wind areas, roof configuration etc to give a direct answer.
Please get the product approval report on the product wich is generally required in mosts states at least in re roofing and will dictate how to comply. Failing this call the manufacturer and ask and talk to your local building inspector.
Our firm spends $28,000 a year testing and another $18,000 a year on product approval fees with our products and the reports state when and how our various products can be installed in both new and reroof aplications.
