is 40 lb felt as an underlayment good enough for a custom bilt vertical seam roof or do i need to install another barrier that the metal will "slide" on for expansion and contraction, so. california use.

I strongly suggest either a slip sheet such as red rosin paper on top of the felt paper or else use one of the new synthetic underlayments which acts as both underlayment and slip sheet.
