I have a question re: the installation of a seamed metal roof we are putting on our veranda. Does it need to extend out 1-1.5" beyond fascia or skirtboard underneath it or should it be cut flush?

This depends entirely upon the eave detail and flashing which is being used. Are there not any manufacturer instructions available to detail this?

on the overlap ,on which ridge does the nail go ..outside or inside??

It is very important to obtain and follow manufacturer instructions. Generally, though, it is not unusual to see it suggested that fasteners go on the flats immediately adjacent to the overlapping ribs.
