Is it acceptable to overlap standing seam snap lock panels if a longer panel could have been used? If so, should the seam on the top panel be screwed down and/or caulked?

Continuous length panels are always preferred but sometimes roof geometry or other conditions can potentially force splicing. As far as how panels should be lapped, I'd refer you to the roofing manufacturer for their input on their specific panel.
