Is it going to create a problem or some kind of mold hazard by installing a metal roof on a wet or damp roof after it has been raining all night but has stopped on the day of installation and it will be cloudy all day?

Hi Amy, Thanks for your interest in metal roofing. I believe it is a good practice to install a roof over a dry assembly. The IBC specifically prohibits reroofing over a water soaked roof or roof covering in section 1510.3.1. Regards, David

What type of underlayment are you running? The reality is that even with cloud cover, synthetic underlayment will dry as long as there isn't falling rain. I would not install over wet felt though. Never a good idea.
