Roofing on new home

We are building a new home, and are having a metal roof installed. The contractor is saying lathed 2x4 horizontally to fasten metal to. He says we can have insulation under the metal for condensation if we want it to keep moisture/sweat to a minimum. He says they will insulate the ceiling with drywall also. Should there be a moisture barrier? I live in Kentucky, and can send pictures if needed.

Depends on what he is using for insulation and what the depths are. What is the roof construction (i.e. from metal outside layer to drywall interior layer) going to consist of?
