Wrong Underlayment Used Over Furring Strips

Hello! We recently had a new 26 gauge metal roof installed on our cabin. The installer removed the wood shake shingles and applied a 3" think insulation blanket over the 1x4 furring strips and then installed the roofing panels. Our roof is dimpled where the screws are located and is now leaking in multiple places inside our home with every rainstorm. What type of underlayment should have been used?
