High reflectivity issue with building code

Our local building code prohibits highly reflective roofs such as unpainted galvalum and the building department is even denying some preprinted materials as being too reflective. One permit was approved for a phosphorus treated standing seam roof but I can't seem to find any information on that subject. Are there matt finishes available for preprinted standing seam metal roof systems?

There are lower gloss finishes available form many manufacturers. I am not sure what the reference to phosphorous might be though. To some degree, it's a bit like if you didn't wash your car ... there is a build up of dirt on the roof over time that helps to dull things.
