Installation On Top of Composite Roof

I am in the process of buying a home with a metal roof. The home inspector said that the roof did not have flashing properly installed, the seams were just caulked, and the flashing needed to be installed. The attachment contains a response that we received from the seller, that appears to have been written by the installer. Could you tell me if what is stated here should give me pause or reassure me that the roof is ok? Thank you.

There statement is correct in that they took the easy way out. It is a big risk. I can't say whether it will be an issue or not.
