I HAVE A ALUMINUM ALCOA SHAKE ROOF WITH FOAM INSERTS INSTALLED IN 1990. CAN I WALK ON THIS ROOF WITHOUT DAMANGING IT SINCE THE FOAM PROVIDES LITTLE TO NO SUPPORT?

It is possible in most cases to walk the panels with little or no damage by staying on the upper half of the panels and walking side-footed.
Another option is to lay down planking (perhaps with foam or old carpeting beneath it) to help in distributing the weight load.
