metal over spanish tile

small 7 unit building. we have an 18 year old roof and many leak repairs. does the tile have to be removed? does the wood underneath remain as the base where the metal roof will be installed?

Yes, the tile must be removed. The existing wood will likely remain. There are many nice tile facsimile products available in metal if you want to keep a similar look.
