I'm having a metal roof put on over my exsisting shingles and I'm wondering if it is better to put felt on between the shingles and metal?

I always suggest underlayment be used in that application and I also interpret the International Building Code as requiring it, though not all folks may have the same interpretation of the code.

Check with the manufacturer, however, they will universally tell you that you need some sort of underlayment.
