we are going to reroof with metal over an existing asphalt shingle room. we will layer felt, 2 x 4's, then 3/4" plywood, more felt and the metal roof. Is this OK?

Sure. I would suggest for efficiency ventilating the resulting chamber. Why do you feel it is necessary to not just go over the old roof?

We have a log home in a forest of cedar and pine trees. We have had one limb come through the roof already and were hoping that an additional layer of plywood would keep the limb from coming thru the roof if it happened again.
