Corroded Metal eave drip

I am a building inspector. A home that is three yrs old with open balconys and tile covering. The metal eave drip is extremely corroded. In some locations the metal has fallen off. The rust marks are running down the building walls and stain the concrete pavers below. What do you think is causing this rapid deterioration to the metal?

Are there dissimilar metals involved? If not, it may be low quality steel in a salty and corrosive environment. Todd Miller
