Metal Roof Over Tectum Roof

I have a client who wants a metal roof installed over a tectum roof system that has 2" of foam material already applied over it. Steel beams support the tectum system. A tectum engineer stated that we could not fasten to that product, as there would not be enough uplift strength, and we would have to drill through and fasten to the steel beams. Your input please. Best bet would be to put purlins down to keep from having to drill through all the beams. Eric Novotny
