Resealing around air vent flashing's

Okay, so since my Dad passed 4 years ago, I've taken over dealing with all the household repairs for my Mom. (I'm the only daughter left in the area...yay me.) She insists the air vents on the roof be resealed which is no problem except I'm not certain which product to use. Some say flanging cement, others say rubber sealant. Any suggestions? Oh, my Dad had used a blck substance in the past, roofing tar maybe?
