Most metal roofs, yes. You will need to confirm the permissibility of that based on the metal roofing manufacturer that you select.
Is it advisable from and energy efficiency or being able to address and inspect the substrate, no.
I personally do not going over asphalt shingles with what should be a 30+ year roof. You leave all the added weight, thermal mass, and combustibles on the roof behind the metal. Why not just remove it and start with a good plywood base? The cost to remove is usually reasonable and fractional to the cost of the overall roof.
