Hi, Is it ok for the roofer to cut off the protruding range hood vent flush with the old asphalt shingles, and then install tuff-rib metal over 1x4 purlins. It now will vent into the gap between the old and new roof, which has a new ridge vent.

Whether or not is is allowed by code does not make this a good idea. You will have vaporized oil and smoke in that discharge stream and you don't want to trap those combustibles below the roof deck. Eric Novotny
