True or false: Rigid foam insulation under standing seam metal roofing, bad; but the same kind of foam under stone-coated steel, good? And why? Thanks, Elsa

It would probably work better that way, yes. In some applications, it can work under standing seam as well.

But why is rigid foam under standing seam metal roofing often a problem? I didn't catch the reason when someone told me this.

The risk is that when the standing seam is walked on, it will not be rigid enough to "walk into" the forma a bit and perhaps cause permanent distortions.

I think I understand what you're saying, but I might be missing part of it. Is "forma" a typo or a technical term?
