I am building a small cabin. The roof has 5/8" plywood sheathing. I have covered the entire roof with Grace Ice and Water Shield. Do I need an ADDITIONAL layer of felt (30# or 15#) prior to installing the metal roofing panels?

No. I see no need to add anything else. Put the metal directly over the Grace.
