I have a balcony off my bedroom that has aluminum as the top surface. It apparently has leaked before and it looks as though they repaired it with tar that has shrunk up and cracked now. What do you think about putting Ice and Water Shield down to protect the surface? Do you have any other suggestions?

The ice and watershield products are really not intended for continuous exposure though they would likely last for a year or two. You may want to look into a rubber, TPO, or PVC membrane that is intended as a roofing system.
