Felt on trusses

I'm in the process of having a house built. I noticred the builder attached the felt paper to the trusses. Should there be wood attached to the trusses & then the felt?

Kellie, You are talking about decking and to help prevent condensation issues, you want a solid deck. It gives you a far better and stouter roof with decking under your metal.
