Do Florida Building Codes require strips of wood under the metal roof to provide ventilation? My in-laws had a metal roof put on over one lay of asbestos shingles and there does not appear to be an air space between the roof and the metal.

This is not required by code. It is an option per some metal roof manufacturers. However, attic ventilation (below the roof deck) is required by code. Todd Miller

I think you should check the International Residential Building Code and the Florida Building Code revisions (they adopted the IRBC) if I am reading them right. Chapter R907
