Edge Rust on Cut Metal Panels

I was talking with a metal panel manufacturer the other day regarding a project with a metal roof. They explained to me that there tolerance for edge rust on a cut pre-finished galvalume panel was 1/2". Could you explain there response? That tolerance seems high for a panel with the characteristics of Galvalume and the tendency to "self-heal"
