I have an older tin roof that still seems to be in good shape but is beginning to rust. Will a good quality rustoleum oil based metal exterior primer and oil based finish coat work for this job? Thanks for any feedback.

That is probably the bets you can do. If the rust is real bad try a google search for "metal roof restoration"

I have two houses and a large garage, all with metal roofs that we are going to need to paint. What kind of preparation is needed before we start painting?

I would power wash them and, any exposed bare metal or rust you cannot remove should be covered extra well with a rust inhibiting primer. Also, take this to closely inspect any sealants on the roof as well as critical areas like chimneys, pipe penetrations, etc.
