new construction storage units, leaking like a sieve

I have seven buildings with over 11,000 sq feet of roof space that were constructed last fall. EACH building has leaks in the roof. My GC has tried many approaches, the leaks seem to be coming under the eave overhang (which is only about two inches). I believe it may be "wicking" back in as the ceiling insulation around the weave perimeter is where the water pools prior to dropping in the units. There is a rubber foam 'gasket' that was installed between the roof and the side wall that mirrors the shape of the roof metal - but it appears to me that it is ineffective and there are consistent gaps where air and water can enter. How can I seal this area?
