My roofing contractor put the Palisades Weaterh Shield over new felt paper. Is that an issue? We are installing an imported red flat tile (1600 lb per square.) Should we have used a different underlayment?

There is nothing wrong with what they did. As far as whether it is appropriate for a tile roof, you would need to check with the tile manufacturer. Todd Miller
