How many inches should I allow from the center of the ridge to the top of the 1st multi ribbed panel. I was told that 3 inches was minimum and 4 inches would be good. I get conflicting answers according to whom I talk to. Can you help clear this up?

If I understand your question correctly, there is no magic number. If you are going to have a vented ridge, you probably want at least a 2" gap in the deck (1" cut back on each side of the ridge. You may then want to have the top of your panels come to within 1"-2" of this gap. You are now 2"-3" down slope from the ridge. Whatever dimension you choose to hold back from the ridge, make sure the ridge flash will extend far enough down slope to seal off. That dimension will depend upon the vented ridge detail.
If you are not using a vented ridge detail, then you still may want to stop the panels about 2" short of the ridge.
