I have a 32*40 pole barn with a insulated concrete floor. The building is currently not heated or insulated and the trusses are all open, ie. not ceiling. I am planning to insulate the walls and install a ceiling. I was going to insultation between the bottom stringers on the trusses, strap the bottom side of the stringers to help hold up the insultation and install vapour barrier over the strapping, then sheet over the vapour barrier. My question is if there is adequate attic ventiltation do I need to insulate the roof deck too, using strofoam or other product between the trusses. Also does the answer change if I don't plan to heat the area below the ceiling all the time?

Heating does create a greater possibility of condensation. I like the vapor barrier idea. Can you create at least a 1" vented airspace directly beneath the roofing?

I currently have a peak vent and closed soffits. I could install vents in the soffits to allow for air circulation through the ceiling space similar to a house design. Would that work?
