I would like to have a standing seam roof installed over sips roof. What is the best procedure for sips install? I'm not directly on the coast, but of course we have hurricane concerns. I've read a bit about installation over battens for ventillation/insullation. Is that type of install recommended over sips and is it wind-worthy? Also, contractor has advised that labor costs are same regardless of type used. Are the panels that snap together less labor-intensive, i.e., less labor costs?

Labor on a quality metal roof, properly installed, will be similar on about any profile (generally speaking).
There are only a few metal roofs which must be installed over battens. Most could be direct to your SIPS with underlayment.
You may wnat to verify with your SIPS manufacturer how they are addressing moisture and condensation control.
