installation over seal tab shingles

Hi, my metal roof was installed directly over seal tab shingles with no 1"x4" strips. My contractor said this is normal, but I recently sold my house and the buyer's inspector said it should be installed on 1"x4" strips. Who is right?

There are only a few metal roof profiles which "must" be mounted on battens. If you do not have battens, then you cannot have one of those. the best thing you can do to convince your inspector (most of whom know very little about metal roofing) is get some clarification from the manufacturer of your roofing.
