Retrofit cathedral ceiling with insulation & UDL

I am planning to put about 2 or 3 inches of rigid insulation over an existing compostion roof on a 25 yr old cathedral ceiling with inadequate insulation and no venting, then we will install a standing seam metal roof. I gather from other comments here,that a 1 inch space from eave to ridge is now required under the roofing material (metal in this case)for venting purposes. Where does the synthetic underlayment go if I vertical strap the insulation to hold it down into the decking, then add horiz 1/4's then the panels? Under the panel or under the strapping wood directly on top of the rigid insulation? Dick
