I am re-roofing my asphalt shingle roof with 1' locking seam metal non-exposed fastner type. The manufacture calls for 1x4 strips to be put down for fastening the metal to the old roof. If I use felt as a new underlayment between the metal and the old roof should I lay that down first, then put down the strips of 1x4, followed by the metal? Is 15lb felt good enough or should I go with 30lb?

Yes, it would go before the stripping. I would suggest a minimum 30 lb.
