R-Panel over existing R-Panel

Do you have any suggestions about proper procedure for installing 26ga R-Panel over existing R-Panel. Roof is 200 squares with a 3:12 pitch?

First I would figure out why the first roof failed. Second contact the manuafacturer of the new product and ask for their recommendations and foir their product approval which will indicate that the product has been tested for wind and how to install it. Also check with the local building department to get their requirements.
