Hi, I have a dbl wide mobile home with shingle roof. I am wanting a metal roof. I am concerned about noise during extreme rain storms. I have been told to run 1x4's (not treated) horz. then screw the metal to it. My question is: would it be okay to run 2 x 4's on top of 30# felt, 2 feet apart, then put 3/4 inch styrofoam down for noise dampening, this leaves the same air space as a 1 x 4.

If you have insulation, then any noise during rain will be minimal. As to the installation, you should really consult the manufacturer of the product you intend to use. Most important is that you should choose a light colour roof and provide ventilation to save on energy costs.
