We are currentlybuilding a Timberframe house with SIP panels and need to know if we need to provide strapping on the roof panels to prevent condensation build up under the metal roofing. It rains about 100 inches a year here but doesn't get to hot very often.

Building codes generally require a minimum 1" vented airspace someplace in the roof assembly. I would check with your SIP provider on this.
Now, that said, proper installation can ensure moisture does not migrate from the house up into the rof SIPs. You will want to check on that as well.
This is really not so much a "metal roofing" issue as it as an issue about SIPs, by the way. This concern takes place with any roofing material.
