we are building a new house using galvalume metal roofing.two questions...can you put fanfold directly under the metal and can you spray cellulose insulation against the bottom of the metal.

In my observation and experience, the advisability of fanfold beneath metal roofing varies from manufacturer to manufacturer and from product to product. There are some concerns that certain products could deform if they're walked on with foam beneath them. However, there are other products which are designed so that they can even be installed over purlins so, with those products, installation over rigid foam should also be acceptable. Again, check with the individual manufacturer though.
As for spraying cellulose ... without knowing more about your particular installation, this is a hard question to answer. If the roof is being installed over a well vented attic or if you can be 100% certain that moisture could not penetrate the cellulose, this would probably be okay. My concern, though, is that moisture could migrate through the insulation and, when temperatures are cool outside and it's warm and moist inside, that moisture could condense against the bottom side of the metal and become trapped by the cellulose. This could lead to premature roof system failure / deterioration.

Am having a galvalume roof installled on a boathouse in a fresh water lake in central Florida. The roof underlayment is treated T-11 plywood covered with #30 felt. The contractor has installed treated lathe boards over the felt to attach the galvalume planels. Is this ok or should the lathe boards be cover with felt to prevent any reaction between the treated lumber and the galvalume?

Chemicals leaching from the treated lumber will cause corrosion in the metal over time.
Also, make sure that the galvalume panel being installed is approved by its manufacturer for installation over lathe boards. I would be surprised if it is.
