some say that you need to use 1x4's over shingles , and some say no just lay on top of shingles, which is right and what distance apart is recomended. thanks

It depends entirely upon the product that you choose. Some panels require solid decking directly beneath them while others can be installed on battens. You also should look at the ventilation of the house. If there is inadequate ventilation, you can use vertical battens followed by horizontal battens and achieve additional ventilation.
