I am considering the application of metal roofing over foil-back foam insulation. There would be 2 x 4 purlins under the insulation. Is this an acceptable practice?

There are several factors involved in this. First, there is the profile of roofing you choose and whether it can be installed over purlins and/or insulation board. Also, there is a question of the exact construction of the building and making sure that you're not promoting the possibility of condensation forming on the back of the roofing and then being trapped there.
Because of these factors I would strongly urge you to make contact with the manufacturer of the roofing and discuss this in detail with them for their opinion.
