I have 3 tab shingles now that are in good shape but I had about 40 tabs blow off during a storm recently and I want to put metal roofing on. Can the metal be put on right over the existing 3 tabs or does the roof need any additional prep for the metal?

I would always put a quality underlayment over the old shingles -- at least a layer of 30 pound felt. I would also make sure that the manufacturer of the metal roofing you choose is okay with it going over the old shingles. Other than that, you should be good to go with this. Todd Miller
