new construction on NC coast (hurricane country), will use Bengel from New Bern to install standing seam steel roof over SIPS. what are design considerations? where to ventilate? 30# felt over decking?

Yes, I would ventilate. Some SIPs have ventilation built into them. If you don't use them, you will have to build a cavity beneath the SIPs or another roof over them with at least a 1" vented airspace.
30# felt is common underlayment though I would use a slip sheet such as red rosin paper over it. There are also some newer synthetic underlayments which act as slip sheet and underlayment.
