This is really a question to ask the manufacturer of the roofing. There is also building code considerations which limit the amount of layers of roofing material and have specific requirements in certain areas for attachment for wind uplift resistance. When one overlays without a furring strip, the shingles will telegraph through especially on longer sheets over time. Then there is the decking as you need to ensure it is good shape and will hold the screw. Minimum you need top do is install a a layer of 30 lb felt to act as a barrier.
