I understand the metal roofing ia a premium roof. Can some of the cost be offset by using 1x4 strips instead of full sheeting on new construction? If so, what would be the span on the 1x4's with 24" joist centers, ie. 48", 60"? I am interested in istalling a metal roof that has the look of shingles.

Some metal roofs can conceivably be installed this way, usually with the purlins about 24" OC as well. However, I must caution you, not all products that "can" be installed this way are recommended to be installed this way for residential applications. Residential applications tend to be moisture-laden and pose special challenges in terms of ventilation and condensation avoidance. These challenges may not be overcomable but they can be major and many residential jobs with metal roofing installed over purlins have had condensation issues later on. Proof of that is in many letters on this site. It is my personal recommendation that residential metal roofing jobs always be installed over solid decking and underlayment. And, in any event, they must always be installed in a manner that meets their manufacturer's requirements.
