I need to replace a low pitch roof attached to a normal pitch roof. The low pitch is approximately 9 inches in 12 feet. Is this too little pitch for metal roof abutting a standard pitch, shingled roof?

There are some industrial / commercial mechanically seamed standing seam metal roofs which work on this low of a pitch. The transition flashing would have to be handled carefully so that it does not create a negative pitch. You would need to contact an experienced commercial metal roofing contractor for this type of work.
Another option would be a soldered flat seam metal roof. A qualified sheet metal contractor could do that.
