I live in Pennsylvania, and I have read that a metal roof will save money on air cooling costs in the summer because the roof does not retain heat like asphalt shingles. Will this increase my heating costs in the winter for the same reason?

No. There is no substantial amount of radiant heat available in the winter which will have a warming effect on the home given attic space, ventilation, and insulation. For winter efficiency, you need good insulation on top of your ceilings. The roofing material will have little if any effect in most cases, good or bad. Call me if you'd like to discuss this further.
