I would like to install metal roofing over my 10/12 truss system. i was wondering what the common underlayment would be? The house is in upstate ny. would you lay plywood/osb then felt then metal. Or can you just lay 2x4's over your truss's and then felt and metal.and can i also replace the felt paper with sheets of foam instead?

Most of these questions need to be answered once you choose a product. Most residential metal roofing products, per their manufacturers, are installed over solid decking and underlayment. Underlayment may be 30-pound felt and [erhaps a slip sheet on top of that or, instead, one of the new synthetic underlayments.
Use this website, find some metal roof systems you like, contact their manufacturers, and find out about the installation requirements.
