We have been told by contractors that strips are needed between the existing shingle roof and the new metal one. We have also been told that is not necessary; it is fine to put the new roof directly on top of the old one. Which is best, (or correct)?

Some metal roof systems cannot be installed over strips. Others can. Some must be.
Basically, the answer to your question is determined by the product you choose.
For products which can be installed over strips or over decking, my personal preference would be a vented attic, solid roof decking, underlayment, and the new roofing.
If the old shingles are left in place, an appropriate underlayment, as specified by the metal roofing manufacturer, should be installed over them.
