A roofing contractor is currently installing a metal roof over existing shingles on my house. He said he would be putting down 30# felt under the metal, but once he started, he omitted that step, He said the shingles were laying so flat that it was not needed. After thinking about it for couple days, I am now concerned about scratching of the underside and possbile rusting underneath. Should I be concerned? If so, what should I now do about it?

I am sorry to hear about this. I personally am a stickler about the ened for underlayment and sometimes a slip sheet on top of old shingles.
I think you should contact the manufacturer of the roofing immediately, see what they say, and then see if they can help you address this situation if at all possible.
