I have never seen any indication thise poses a fire hazard and I have seen hundreds of installations this way with the exception that I do suggest using a quality underlayment over the shakes.

First of all, it is important to get the recommendation from the manufacturer of the roofing you're installing.
For many years, 30-pound felt was the "norm" for such applications. You had to really watch out for tears though and repair those when they occurred.
In recent years, more and more folks are using the new sythetic underlayments which are far more tear-resistant. These include products such as Tri-Flex, SharkSkin, RoofTopGuard and Titanium.
